Title:Planner/Zoning Administrator
Description:Develops, administers, and delivers subdivision, zoning, addressing, and all other related planning needs. Keeps accurate records, maps, and data for the County. Prepares and presents findings and recommendations to the Commissioners. Assists the public with development applications and review and approves development applications. Reviews development proposals to be presented to the Planning and Zoning Board & County Commission. Manages code compliance issues and complaints.

Experience Required:
Required Education and Experience

• Bachelor’s degree from an accredited college or university in Planning, Community Development, Geography, Social Sciences, or a related field preferred OR
• Three (3) to five (5) years of experience OR
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities

Required Licenses or Certifications
• American Institute of Certified Planners (AICP) is preferred
• Must possess a valid Wyoming Driver’s License and maintain an acceptable driving record

Essential Responsibilities:
Primary duties and responsibilities

• Schedules, prepares, and presents cases to the Planning & Zoning Board and County Commissioners concerning zoning, zoning violations, subdivision applications, variances, road vacations, and easements.
• Aids in the development of Sublette County's long range and current planning goals and in policy implementation for the County.
• Develops land use planning, transportation, economic, housing, capital improvements, and planning studies. Reviews proposed development and subdivision plans and utility easement and right-of- way vacations.
• Reviews land use regulations and recommends amendments.
• Ensures compliance with Wyoming Department of Environmental Quality (DEQ) subdivision rules and regulations.
• Assists the public with development applications and review and approval of development applications.
• Provides engineering and surveying data and historic regulatory decisions to developers and the public on platting, subdivision, site planning, and other County standards.
• Acts as a liaison between Commissioners and public regarding compliance issues.
• Analyzes and collects various data including land use and address inventory, title data, property ownership data, statistical data, census data, etc.
• Maintains the recording of subdivisions and related documents, including filing plats in the County Clerk's Office and maintaining cross references and maps for the County address system.
• Approves construction permits for zoning and subdivision compliance.
• Performs related duties as required.

Knowledge, skills & abilities:
Knowledge of

• English grammar, spelling, and punctuation
• Principles and practices of basic bookkeeping
• Modern office procedures, methods, and computer equipment
• Principles and practices of subdividing and zoning property
• Pertinent County and State regulations pertaining to zoning and subdividing
• Land use planning and subdivision planning
• Zoning regulations to determine permitted uses and violations
• Principles of mathematics in mapping and addressing
• Techniques and methods of addressing
• Practices of County Clerk filing
• Principles of surveying for use in reviewing plats and other land use maps and documents.
• Basic understanding of Geographical Information Systems (GIS)
• Addressing standards

• Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
• Performing a variety of duties, often changing from one task to another of a different nature
• Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
