PUBLIC NOTICE Notice of Availability of the Draft Environmental Impact Statement Analyzing the Impacts of the Eagle Prospect and Noble Basin Master Development Plan Oil and Gas Project and Planned Public Meetings
The Bridger-Teton National Forest announces the availability of the Draft Environmental Impact Statement (DEIS) and will convene three public meetings to discuss the Eagle Prospect and Noble Basin Master Development Plan Project. The DEIS is scheduled for release on December 10, 2010 and is available for public review on the Bridger-Teton National Forest website at: www.fs.fed.us/r4/btnf/projects/ and at the public libraries in Jackson, Big Piney, and Pinedale.
The DEIS has been prepared in response to a request for approval of a surface use plan of operations (SUPO) for a master development plan (MDP) submitted by Plains Exploration & Production Company (PXP), an energy company. The MDP would be implemented in two phases: Phase 1 (Exploration by Test Wells) and Phase 2 (Projected Field Development) within the Eagle Prospect and Noble basin areas which encompass the South Rim Unit. The DEIS evaluates and discloses the direct, indirect, and cumulative effects of implementing each alternative considered. The Forest Service has identified Alternative C as the preferred alternative.
The Forest Service and Bureau of Land Management have received notification from PXP that the company proposes to drill up to 136 producing oil and gas wells on National Forest System lands located about 7 miles southeast of Bondurant in Sublette County, Wyoming. The proposed wells would be located on lands administered by the Big Piney Ranger District of the Bridger-Teton National Forest.
The proposed project would include the following components: - improvement and reconstruction of 14.0 miles of existing National Forest System (NFS) roads and new construction of 14.8 miles of non-system roads to provide access to drill locations; - construction of up to 17 drill pads from which up to 136 producing wells would be drilled; - construction of gas and produced liquids gathering lines and associated facilities needed for production operations; - maintenance of the wells, access roads, pipelines, and production equipment throughout the expected life of the project (30+ years); - existing low-standard user-created roads not authorized for public access would be reclaimed during construction and drilling activities: and - reclamation of well pads, facilities, access roads, and any additional project components upon project completion.
Public meetings will be held at the locations and on the dates listed below from 7:00 – 9:00 PM. Meetings will consist of an open house forum where information on the DEIS will be available. Representatives from the Forest Service and from PXP will be present to answer questions. All members of the public, Federal, State and local agencies, Tribes, and other interested parties are invited to attend.
