Bill proposed in Venezuela to further censor speech

Bloomberg posted a story today about a proposal brought forward by the Venezuelan Vice President in their National Assembly to regulate internet service providers and electronic media under rules that country already imposes on television and radio, which would "prohibit messages that create alarm in the population, ignore public authorities, incite violence and use subliminal messages." ISPs would be required to block "prohibited" messages from internet sites or face a fine of 10 percent of their annual income.
